The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Considerable effort is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but averting a total frontline collapse until situations evolve in its benefit.

Present Conditions

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
